Personality: Tsume and Hige were city-slickers who learned to get by on their own, Kiba was raised by humans as an effective equal, and Toboe grew up as a pampered and happy companion animal - early in a short life, he was made quickly used to constantly receiving and therefore being able to expect kindness. warmth, and positivity, and he's trusting and eager to make friends (not to mention fond of humans) in a way that certainly makes more of an eager "puppy" out of him than a wolf on the level of his ragtag pack-mates.
Only half of the full of that comes from nurturing leaving him a naïve and optimistic tenderfoot next to the others - Toboe's an uncomplicated and peace-loving "buddy" by default. He was better than content living sheltered under the roof of a kind old lady as simply by occupying that spot he imagined he was filling a duty as a protector - again, he was a companion animal, and easy as he may have had it and as much love as he got, he resents being viewed as having been a "pet" (he retorts when Tsume refers to him as one). Being able to live the way he did simply meant that his company was valued, he and his "granny" were out of harm's way, and therefore everything was exactly what it needed to be - and that he was doing his perceived duty well enough as was called for.
He's harmony-minded. Part of his job as a faithful 'n loyal companion is being able to count on finding and fostering bonds strong enough that he can see faith and loyalty extended back onto him and/or between friends. It's even reflected by his namesake skill - each of the four main wolves has a name relevant to a particular skill of theirs; Toboe ("Howling") tends to make himself the one to howl for missing or wandered-astray comrades. He works to "keep the pack together". And on the note of ensuring friendship between friends, he holds to extending or pursuing friendship. Again, he's trusting, has had good enough experiences with humans to trust he can get through to Quent, a hunter who spends the entire series pursuing the pack (along with a dog who he disowns after she turns out to be part wolf and joins them on grounds that she's as good as disowned) and whose life Toboe successfully saves once and makes a valiant attempt to save a second time.
He doesn't like to see people fight, and he doesn't like to hurt people. Which, tragically, he still does out of plumb natural energy and recklessness. He exhibits what looks to be a shyness on occasion, but that tends to extend from visceral fear or uncertainty on how to approach humans on their social level more than lack of outgoing-ness. He's a young wild animal - he's playful, he's enthusiastic, he's exuberant, and he's totally undisciplined. He'll run his mouth out of excitement (as he does when he first meets Tsume, the first fellow wolf he actually meets) or fail to restrain himself if he's playing rough, instances of which kill both his granny and the pet hawk of a teenage girl in town, costing him the loving home he'd always known and a brand-new friendship respectively.
A young wild animal - but not a savage. He's rightfully disgusted with himself and devastated for both aforementioned instances - he wants to help people, make them happy, not hurt them.
Unless he absolutely must, exactly to preserve the welfare of anyone who he considers among his people. He'll pull out all the stops within his power to, again, make good on his loyalty and devotion, and he completely shocks the rest of the pack when he proves that's without or with violence when he goes flat-out berserk on and single-handedly takes down a building-sized walrus that nearly kills Kiba.
Until that particular incident, he does get a certain amount of (non-malicious) flack as the "runt" of the pack - again, pseudo-domestic-raised companion animal, tenderfoot, and soft-touch, stranger-trusting bleeding heart. He isn't used to roughing it, and he doesn't have the immediate capacity for derring-do of the others. He is still an acknowledged and well-valued member of the pack and he's got enough pride and good grace to catch himself or call his friends out toward ensuring that - he tries to save face (if cheaply - "I was just getting ready!") if he's caught hesitating and he responds in a "Hey!" sort of spirit to teasing from Tsume and Hige. Whether they do or do not "get" it, though, they have their heads around the basics of where Toboe comes from and that he spends his time with them growing with and for them - and they look at him as a little brother whose heart you can count on to be in the right place.
Flavor Abilities: Toboe doesn't have any abilities that don't come naturally to a wolf. In canon, however, that includes the ability to project a human illusion - not to be confused with a human "form" - that doesn't fool cameras, etc., non-humans, or humans in a somehow altered state of mind/focus (in canon, human illusions are shown blurring for Quent while he's tipsy; in one of the first few episodes, a member of Tsume's gang sees through his projection in a moment of panic when Tsume tries to catch him before a deadly fall).
