Kissing this character: Sure thing here as well! He might be a small amount more caught off-guard, but ha, if the circumstances and/or CR are appropriate, he might give a lick back.
Flirting with this character: Oh-honh, if your character's so inclined. If it is or can be construed as joshing, he'll be goofily amused; if it can be taken as plain friendly, he'll be flattered. Anything else he'll regard with suitable IC awkwardness - unless your character just so happens to be a fellow canine, in which case he might just puppycrush.
